Wrong timing?

If it is on the stand then it is time to quit guessing. Pop the timing cover off and see where the timing set is at. Sucks but it will answer your questions.

Here is how the timing marks look. Does anyone know at what point the intake valve should begin to open relative to the piston movement? I can gauge by the key slot on the crank as to where my #1 piston is, so I want to watch for the intake valve to open at the right time.

Timing chain won't be your problem. You can line up the dots at the 12 o'clock(crank) and 6 o' clock(cam) position or you can line them up both at 12 o'clock, it doesn't matter. It will only matter where they are when the distibutor goes in. If you put the distributor in when the gears are at the 12/6 positions you will be 180* off, it needs to go in when they are both at the 12 o'clock position. Remember the crank rotates twice for every one revolution of the cam.
When the piston is at tdc and moving down, either both valves will be closed(power stroke) or the intake valve will be open(intake stroke).
When it's at bdc and moving up, either the exhaust valve will be open(exhaust stroke) or they will both be closed(compression stroke).

I had heard this before about being 180 out with the dots looking at each other. The thing here is that the key slot on the crank there also lines up with my timing mark on my balancer. If you notice, the key slot is pointing straight out to the left, at 9 o'clock. But you're telling me the piston should be at TDC of the exhaust stroke at this point, correct? In order for that to be the case, the key slot on the crank should be at about 2 o'clock right now, and not 9 o'clock. I think the mark on my crank gear is more than a bit off. I guess I'll put my #1 at TDC and see if I see an additional mark on the crank gear. Only think I could figure.

this doesn't look right to me...the keyway should be at the 1:30 position when the crank dot is at 12:00

Spin it over a little bit and see if there isn't another dot that resembles the one on the cam gear. Didn't look closely at the pic before and I haven't seen a dot like that before that i can recall anyhow.
