Screenshot_2017-07-24-17-07-35.png Sounds reasonable to me. Have been reading a little bit on oldsmobile forums. I know a little about them, but probably no where near your knowledge of them. Do you have good compression? One of the guys on olds forum said his pushrods were too long, leaving some of the valves open hence no compression and no start. Read this earlier...
 
My brother came up tonight and we conducted some experiments. It's not timing he confirmed everything I said before and he to was stumped. As some of you may know all he dose is Oldsmobile and wile he was here he had 2 olds engine builders on the phone one in Missouri and one in South Carolina they were stumped also untill we realized that at TDC #1 had pressure on the intake and exaust valves so we thaught wrong pushrods...nope measured correct didn't pull the intake manifold yet but it looks like it's going to be the wrong lifters he is waiting to here back from his guys and it's raining heavy here now so game over tonight as soon as I know what to order I'll get it and put it back together but there's no way it's going to be ready for what I built it for. I can't say I'm happy but I'm no longer ready to pore 5 gallons of gas on it and light it
 
Kept trying tonight in trying to stay positive I keep thinking of Edison "I didn't fail I found 2000 ways not to make a lightbulb" tried a hole lot of nonsense with my brother and my neighbor Steve I thought maybe I could cure the problem with a set of ajustable rockers a guide plates and screw in studs but I don't have a set of longer push rods in stock for them so we tried shimming the stock stands with washers no good and yes I know that's wrong just wanted to see if it would run with less lift. I'm completely out of ideas all I can think is the tech line at Mondello next time I can it may need to wait until Friday. It's got fuel it's got spark it should run I do not get it????

I know it has been asked before.

But are you positive the timing gears where both installed at 12 O'clock before you put the chain on?
 
Here's a question. Why are #1 rockers holding open when #1 is TDC and all the marks and the rotor are lined up?
Can only be a few things:
1. Cam is out of time with the crank.
2. Valve train issue like lifters or pushrods are too long and once the rocker pedestal bolt is tight, the valve is open, even on the base circle of the cam.
3. Cam is somehow incompatible with your setup.

I know you are frustrated. I don't blame you. I hope you find the problem soon.
