86 305 won't start. Ideas?

Here's a video of the carb backfire. It doesn't do it right when I start it up, but starts after a couple minutes of running.

 
So I took the driver side valve cover off. Does this look normal? I've never taken a valve cover off but they don't seem like they're moving much?

 
If I am seeing it correctly, the valve closest to the firewall is not even moving. The last one seems to be motionless from what I can see of the rocker arm. I am trying to see this on my phone so I apologize if I am seeing it wrong.

If that valve is not moving then some of the quesses of a worn cam might be right on. Could be a bad valve stem, valve spring.

It doesn't look like it is moving to me either. The backfire sound is not what I expected either. I think the cam might be wiped.

Can I just tighten it up some to see if the backfire will go away? Or will that hurt the engine more?

Well you could probably tighten it up don't think it will harm it any more. What I've seen is you get a crater in the bottom of the lifter
