but I'm gonna refrain from claiming expertise... Luckily, I learned all this from my local machinist when I was about to buy a 400 to build
 
Also keep in mind if you go with a 5.7 rod you should run a small base circle cam or have you rods clearanced so you dont run the risk of hitting cam lobe with connecting rods. If you have rods clearenced rotateing assembly should be balanced after doing so.

Like khan said vortec heads will work but require steam holes to be drilled in them. This isnt something I would do myself. I would have a shop do it. As far as that pitting on the block, in my opinion thats not a good thing. I had an engine in the past with shallower pitting than that roughly in the same place that wouldn't seal the head gasket. I would show it to a machinist and see what he says.

Well the guy I bought the block from builds engines and said the block just came from the machine shop and it had new freeze plugs and cam bearings installed. Do you have a picture or description of the stem holes that will need to be drilled. Also what size valves should I go with because the heads are bare.

Also if I was to stroke this block would I have to do any modifications to the block itself or would I have to get smaller connecting rods?
 
the 400 block has different coolant passages than a 350. This was done to make room for the larger bores, and steam vents were made to disperse heat. If you install the heads without the according steam holes, the steam from the block won't have anywhere to go, thus building coolant pressure and overheating your engine.

It's a simple procedure... you use the 400's head gasket to mark your hole location on the heads. It's tough to do this at home without a jig to align the head at the correct angle... so this is why you should have your machinist do this.

your vortecs should have 1.94/1.5 valves, unless they have been enlarged. A common mod is enlarging valve size to 2.02/1.6 valves, but this is usually done for big cam high rev motors, and additional porting would be required to have the heads flow well at that point.
