Help Me Pass Emissions.

Yeah I looked into it. I’m in Colorado, I guess we have strict emissions going off of Cali. I tried to get an emissions repair waiver as well you have to spend at least $715 in repair/components and fail 2 emissions test. Which I did, but it was still running high so they even denied the waiver because they considered it a dirty polluter haha he said if I can bring the numbers down I can try again.
This is a weird thought, but what if you removed your ECM and used an older distributor?

That way, they can't go off codes but strictly what goes out the exhaust?

Doesn't work, it'd be illegal due to their rules regarding the emissions system. It's kalifornia.

We had discussions in the earlier thread that are covering the same topics and advice over and over. Really I think it just needs to be one unified thread, and keep responding in there so people see what was suggested and what has been done.

There's no point in making a new thread for each subpart of the emissions struggle. It wastes time as members learn what's already been suggested, and, more importantly what may have been talked about but has been ignored.

They just recently mandated 50 state cats. . . in Denver. Not every county has emissions checks.

A new TPS needs to be adjusted, .48 volts at curb idle. To be able to work on CCC systems you will need a old analog dwell meter and OBD1 scanner like a Alltest Brainmaster. A rich problem is generally caused by a bad float, leaky needle valve, too much fuel pressure, faulty choke, or EVAP issues.
 
Have you tried adjusting the idle mixture screw?

The last time my 84 needed an emission test before qualifying for the 25 year exemption, it failed. Not as bad as yours... 12, 21, 35, 44 - lean not rich. But still high CO. I threw new plugs, cap, rotor, fuel filter at it. Only helped marginally. Took it to the Chevy stealership and they passed it and charged me $400 for new plugs and carburator adjustment. Maybe you need a hotter plug to better burn those HC. Heed Clone TIE Pilot's advice. I checked your state's webpage, I don't see "dirty polluter" but "visible smoke." VA is the same, no exemption for visible smoke, regardless of spending the $715. Not just on parts but having the service done by a licensed certified emission repair technician. I am one in Virginia, (like what ssn 696 advised), I took classes at the local community college and passed the state certification test. Just for fun, I'm retired. Motivation was learning more about my '05 Silverado as practically everything here pre-OBDII is exempt now. What about your O2 sensor(s)? Despite not throwing failure codes new ones may provide better response. Without an exhaust gas analyzer you'll probably spend as much on parts and retests as paying a shop to fix it. BTW, that visible smoke and high HC could be be oil leaking into the combustion chamber.

My boss mentioned that I should get hotter plugs, as far as smoking it doesn’t, on the paperwork it shows pass on the smoke section. And that’s also been a hard thing to accomplish...finding someone in the area that can properly diagnose the issue. One mechanic told me to buy a brand new Dualjet 210 finding that seemed impossible. Called multiple shops no one around here seems to mess with older stuff. Or they say they don’t have the equipment. I’m just stuck lol as to why I jumped on here to see if I could get the pointers y’all have been helping me with! I appreciate it!

Did CO get a different carb I wonder? Or is OP's just not calibrated for the altitude? I could see that being the problem here. A non-feedback carb will run like crap up here and a feedback carb is likely limited in how much it can clean up.
