Car could have previously had a turbo setup or a wicked nitrous setup and got sold as a roller and the new owner wanted something to drive without a ton of work?

Or plans to turbo it down the road?

I lot of thought went into this setup. So don't be so critical! Can you imagine what could be done for mankind with all that wasted energy!
 
This is the second time recently that I have seen this "mufflers under the hood" thing on a Gbody, I don't get why you would cut holes in your fender instead of running full exhaust.
Maybe they are buying twin turbo roller cars and figured this was a good idea?
