The individual states handle licensing and it is deemed a privilege, although many people have argued that it it a right. As far as restricted or hardship licenses for DUI recipients, that varies depending on the state you are in. Some states are less forgiving than others. I know that in my home state you may be eligible if certain criteria are met. There is also a blackout period where you cannot drive -- no matter what. After that time, if you meet the criteria and pay a pretty steep fee, you can have a restricted license that allows you to drive only on a specific route to and from work at very specific times of day. Deviate to grab a cup of coffee or gas on your way to work and get caught? Tough sh*t. You lose your license. BTW, this only applies to a first DUI. Repeat offenders are not eligible.
