No voltage at Cruise module

I have done the ohm check as per service manual recommended, all is correct. When I tried the “voltage” test at the cruise control module and the servo plug I got nuttin? Fuse is good, ? Any simple checks I can do other than tearing the thick wiring cable apart and following each wire? Thanks Also, I am confused on what this small 3 wire plug is for... it was just hanging there?
