Maybe try a resonator or something like a Dynomax muffler.

I put a 3" header muffler insert in an 18" section before the drop to 2.5". It didn't seem to do much. Since one of the tailpipes fell off, I'm going to try to plug that outlet on the 1 in, 2 out muffler to see what happens. If that doesn't work, I've got my eye on a Walker Quietflow 3, single 2.5 in/2.5 out.
