squealing noise

I just put rims on my 84 cutlass (24 inches) yeah yeah so what lol, anyways now whenever i drive my car makes aLOUUD squealing noise either when slowing down or speeding up, one i get moving at a decent speed though the noise goes away, what could this be? transmission? brakes?

check your brake backing plates and bearings first. and check your belt tension.

oh ok, is this a quick fix? or will it take some time, i got a mechanic but he wont be back til today or tomm.

Jack it up, take the 24" wheels off, but the olds ones back on. Problem solved.
