Is this happening when the engine is completely warm ?is your idle adjustment screw making contact with throttle lever? as stated above check your fast idle screw its a tricky one to see .I would also double check your idle mixture screws and timing .ive seen both adjusted improperly and it won't allow the carb to idle down.

Yes does it when totally warm. Like I said all I did was lightly push the throttle close and it idles properly. Supposed to be decent out today so I'll be able to mess with it for more then a minute.

Put the new springs on and spray it down with a lubricating spray.

Then work the throttle and respray

Leave the air cleaner on when you do it, you dont want any crud coming loose and falling into the carb

Alldata is a good source. Throttle shaft could be worn. I have a fix for that.

Oh? Do tell....

Briggs and Stratton valve guide bushings work great. No real special tools, just the right drill bit or ream. You have to file the ends of the screws off or you WILL break them. The hard part is getting the right screws and then you have to peen them over. Takes a bit of patience to do the job but it is a great fix.. I have a bunch of screws and can get the B&S number for the guides if you want. I have done hundreds of them back in the day when i was a "chanic"

If I have a shaft leak, this is how I'm fixing mine. I'm still debating whether to have the original restored or just bolt one of these on.

Is the choke opening all of the way when the engine is warmed up? Might be staying on fast idle.
