Is the fan, water pump, and harmonic balancer the only things I remove to get to the timing chain cover ?

Why do you want to look at it?

I can tell you that it will be loose with almost 1/2" of movement side to side. If you install a new chain and gears, then you might tighten it to 3/8".

if You get it apart I would not reuse the chain and sprocket, probably still the plastic gear lol!

Since I've bought this car in July '21, I haven't been able to properly set timing, and when I think I do, after I start it up and drive it a few times, it seems to jump out of time because my tachometer will drop or increase when start it back up after shut off...

No vacuum leaks...

Reassembling the carb after a rebuild right now...

I'm assuming my timing chain is loose, and I have an oil leak coming from the timing chain cover I want to seal up.
 
Plan on doing it this weekend...

Should I pull the cam and see what I have while I have the timing chain assembly removed ?
 
If you are asking what to remove to get to the timing cover, you should stay away from the task you are about to partake on either a gear/chain swap out and or cam. So you pull the cam, then what? I am not aware that the GM cams have any PN stamp on them. Correct me if I'm wrong. If your timing has jumped a tooth and continues to do so, it will get out of timing and at some point will not start if your lucky and don't have the valves kiss the pistons. RPM increase and decrease has nothing to do with timing as you suggest. Are you sure that your distributor is clamped down tightly and NOT rotating?
