I think the idea of ever more strict emission laws is to drive the car companies to develop new and better low emission technologies. However, this also forces huge R&D costs that not all of them can or want to spend. Plus may are using technologies that are just not ready yet.

I remember that there was some post WW1 treaty that put a tonnage limit on battleships for various countries, and many had to figure out solutions to the limits. The Brits just used lighter armor, US just built smaller ships, while the Germans found the most effective solution for the tonnage limit, they lied.
 
ughh so little rust and so much waste. BTW I always take brake clean with me to the yard in case of wasps now. Got stung pretty bad pulling a jeep shaft one time. Brake clean does a helluva job from a decent distance
