Utilities here, although regulated, are allowed to include surcharges to cover the costs of the new infrastructure. So you pay for the construction costs up front. Then they sell you the power the plant you had to pay for generates at a markup profit.
It's like Walmart charging you to build their store, then make you pay retail rates for the goods inside. No other industry I know of gets away with that crap.
