That's ****ed up, talk about an invasion of privacy. Good thing I don't live in Canada.
Why on earth would that information need to be accessable by the public?
Obstructing your VIN is definately a good idea. I use a simple business card to cover mine.
I know of several people with newer cars (mainly '94-'96 B-bodies) that had their cars stolen.
When they were recovered, they got the cars back, in various states of condition, along with a brand new set of keys.
The thiefs had run the VIN and ordered new keys for the car through a dealer, and simply hopped in and drove away.
Luckily stuff like that for G-bodies isn't on record like it is with newer cars.
