when I had upgraded my headlight the lows would work without any issues. When I turn on the hi beam the headlights drew too much current which caused the thermal breaker in the headlight switch to pop and you could hear it pop and the headlights shut off. Once I turned the headlights off and turned on the low beams the lights would work cause the thermal breaker would reset. That is why it sounds to me the thermal breaker popped and it won't rest. It's easy to check, if there is power going to the headlight switch and no power coming out when the lights are on then it's the switch.
