And I believe you can take the SD card out and put it on your computer and make the changes with out the dogle

Yes, use a relay for each fan. Fan+ to fused 12v, fan- to pin 87, ground to pin 30, fused 12v to pin 35, fan 1 and fan 2 output from sniper to pin 36.
