Yeah, um.... post a pic that is not such an extreme closeup. I can't tell what it is connected to but it looks to me like either a fuel line or the brake booster line. If in front, it is the fuel line and yes, if ti is broken, it will spew fuel and the car should not be cranked until this issue is fixed to avoid the possibility of fire or an explosion.
Timing chains can break and slip, I have seen both. But if that happened there would have been a pretty noticeable noise when it stopped running.
I agree with the other guys, you most likely have a bad starter or silenoid and it definately sounds like you have a break in your fuel line somewhere between your fuel pump and your carb
