have you taked carb cleaner and spayed it around the base to check for vacuum leaks?
yep. quite a few times. I did have a vacuum leak at the steel brake booster fitting in the intake, but I sealed that up with teflon tape. I suppose I could check again there, however the last time I was hunting for my supposed vacuum leak I sprayed about a 1/4 can there and nothing happened.

Teflon tape is going to degrade being exposed to fuel like that. Better to use the yellow sealing tape they sell for gas pipes in homes.
 
I would take the steel fitting out, use a brass one. the brass will seal itself as you tighten it

it's a steel line into a brass fitting into the intake.

i unno.
whatever buick did back in the day, it's a factory piece. It's basically a fuel line into a brass fitting. oddly same thread as a qjet inlet, flare looks the same too.

If that brass fitting is just a regular elbow with no flare that is a problem either way

You are in Iowa? I assume it is cold and rainy/snowy there? Put the heat tube on from the snorkel to the exhaust manifold. The vacuum door in the snorkel gets a hose to the heat sensor in the air cleaner. It is a disc about the size of a quarter with two nipples sticking down. The snorkel hose goes to that. The other nipple gets a hose going to full manifold vacuum. Then when the engine is running the snorkel gets 100° heat at all times. After that you adjust your idle screw and mixture screws for a nice smooth idle that will not change with the weather. Once you eliminate atmospheric influences then if you still have idle problems something else is at play like a vacuum leak or internal carb issues. Do the easy stuff first. Leaving parts off just complicates things.
