I worked as a diesel tech for several years. Stupid people and amsoil kept us busy with engine and trans replacements. Still cant figure out why people would run assoil but hey it kept my wallet fat for their mistakes lol.

A tick will either be an exhaust leak or a dirty lifter. You said your oil is dirty that could mean a lifter but you also said you did some work on the exhaust so check there first.
Your starter needs to match the number of teeth on the flywheel then you can shim it to get it perfect. Theres 2 sizes of flywheels 153 tooth and 168 tooth (i think those are the numbers) and a few oddballs like the buick 3.8 which is 160 tooth. But it sounds to me your using the wrong starter...

Replace the plastic crap float with a brass one along with a new needle and seat, the old floats get saturated easily especialy with the new ethanol crap gas. I had to do this with mine it had the same symptons good luck

Sounds to me like your float is stuck. I would grab a rebuild kit and just freshen it up. Dont use silcon on gaskets for a carb. When you rebuild a carb always soak the gaskets in wd40 that way they wont stick and tear up if you ever have to take it apart.
A new 9 dollar gasket is cheap insureance if it fixes the problem then your done, if not then your in need of a carb rebuild kit. Another thing to check when you have the carb off make sure all the bolts are tight on the bottom side of the carb they have a tendancy to loosen up after awhile and...
