If the end goal is to have a good running engine within your $1500 budget and if you are not concerned with big power you can't beat a GM crate 350 engine for under $1400 shipped, it is factory rated at 195 horsepower but Hot Rod recently dyno tested one with headers and a 4 barrel and it made 287 horsepower with its very mild stock cam. And you get a 12 month 12,000 mile warranty

This would make a great foundation for later installing a nice roller cam and better flowing heads when the budget permits.
Also I have seen plenty of first engine builds either not get completed due to issues and cost or fail after completion from something simple that was overlooked due to lack of experience, so I guess you have to weigh your options.

I was just going to suggest that engine with his budget.

You can't beat it for that price!!

Quick intake with an edelbrock carb and cam swap and you'll have a brand new little toy under your hood. all for 1700ish

That is exactly my goal. Nothing big in HP something that is reliable and can get up and go when I mash the pedal, something my 2bbl motor does just fine. I agree with you, since it's something I haven't done before, who knows what I might mess up. So I am going to be changing my plans. I called my dad and he has agreed to let me store the engine in his garage so in exchange I'm giving him the block. He always says he wants to buy an early 60's Chevy pick-up, so maybe this will get him motivated to get back into cars and go find one haha
I am working a bunch of OT so I will continue saving a buy a new crate engine, I will have a warranty at least.
Still going to take the block to the machine shop and everything. We will make it another father/son project. And we will try to share the costs.
Thanks everybody who replied. I will update this thread as I get everything together.

If your 7.5 is in good shape, that thing will survive plenty of abuse, I can attest to that. Just DO NOT put any slicks or drag radials on it without either seriously beefing it up with 28 spline axles, steeper gears, and a girdle and maybe some bracing, or you'll be walking home. These rears hate excess traction. If you're just toolin around town with the occasional burnout it will be fine. But if you want more than... 400hp, you need to consider your options.

It's in pretty good shape. I have torsen 2.73 diff. Ready to go in just need to order the 28 spline axles. I've been doing a lot of research and reading on rear end rebuilds. It seems like a very tedious process.
No plans on running slicks just got some BF Goodrich sport comps for it. They grip pretty well.
I do a lot of canyon driving and that's where I like to see it perform. Where it feels stable and it seems like I have it dailed in pretty good. My drive to work is through a canyon road and it was a blast driving it. It hugs the road pretty damn well, I'm not afraid to throw it around turns but only when it's clear and most of all, safe. Haha
