I got the same measurements as well using a stock ITM shifter in neutral.I'm a conversion 4 speed with a Comp+, but since I don't have a body on the frame I checked to see what the distance is. I got 13-7/16" at the top shifter to plate bolt, 13-1/2" at the base of the stick itself. Everything was from where the mount ear meets the bellhousing.

I knew the '82 F-bodies used the for 4 speeds (Saginaws in them used a similar tail housings as ones in H-bodies) but never put any real thought in why the T5 was angled.
