Rock Auto has a listing for a feed back/close loop carb for your Regal for a reference.
Hey pagrunt good morning and thanks for that info. The problem I'm having is I cannot find the connecting wires to the TPS anywhere if they exist they must have been cut off right at the base of wherever those three wires come from. Any idea on where I should look?

You are 100% correct when I went to DMV and paid the $55 transfer fee they said it must be smogged again even though it was smogged less than 6 months prior. Maybe the guy I bought it from had no idea about the tps but he was adamant that my setup did not require it either way give me a good deal only paid $1,000 for the car, I have already done all the body work I still got a block a few places get the vinyl replaced on top, very little interior work although I've started doing the instrument cluster and other odds and ends like pulling the chrome polishing it up and getting the little bit of rust off. It's all original with everything on there. Except of course the bumper fillers, and the hood ornament, bezels and one of the center caps on the hubcap which I ordered and received along with the headlight bezels. Just recently found accompanied that has the bumper fillers in stock $500 for both front and back. I'll post pics in about an hour. Thanks for all your help and knowledge it is greatly appreciated!
Here's the pics

Oddly enough I have my '80 Chevy wire diagram book here at the computer so I'll be able to help you locate whats left of the wires. They all are 18 AWG, a black wire (circuit 452) that should be spliced into the ECU's temp sensor black wire, a dark blue wire (circuit 417) & a gray wire (circuit 416) that runs directly to the ECU.

Take a pic of the engine and a close up of the carb and distributor

Who know what the previous owner did or screwed up

Who knows what the POs did, its pretty common for them to hack up the wiring harnesses. Looks like a PO attempted a crude computer delete and screwed it up royal. Computer harnesses are easy to replace, but it is hard to find a good used harness that has not been butchered.

To be fair, sometimes its not entirely the PO's fault. There are many so called professional mechanics who are complete hacks that POs take their cars to for repairs and end up worse than before. Not all professional mechcanics perform professional work and most car owners are noobs who don't know better and are easily taken advantage of.

Good enough?

that does not look like a CCC set up...there is no map sensor, no CCC wiring harness and the distributor is not a CCC distributor.

follow the 4 plug harness coming off the distributor it should lead you to the CCC harness from there you will find the TPS plug or some cut wires

What is the white plug on the side of the distributor?
