that does not look like a CCC set up...there is no map sensor, no CCC wiring harness and the distributor is not a CCC distributor.
Therefore it does not require a TPS? But is it ca legal? I just can't figure out why the idle is rough and stalls when I remove my foot from gas on a cold start 75% of the time and also why the idle is idling 90% better when I turn the heater on.

What is the white plug on the side of the distributor?
No clue what that white plug is bro I've always had dodges and this is my first GM so I'm learning as I go.I found this book on eBay and it seems pretty informative.

I don't think that is the correct carb for the car. It has the plug for the metering rod for the CCC but nothing else. The screws for the front breaker on the passenger side look new so I'm thinking that carb was recently installed on the engine

Possible rebuilt carb with what ever carb parts tossed together? That's a feed back air horn with a regular body. Theres some tomfoolery involved with that carb.

Something is up with that carb. Generally feedback carbs use torx head screws instead of flat blade screws. I don't see any evidence of a computer harness and the blue valve covers are odd. Are you surd its a 1980 and not earlier?

Rough idle is usually caused by vacuum leaks or wrong ignition timing.
