Given the cluster circuit board problems in these cars, I wouldn't go off the factory gauge at all.
13.8 is fine under load, but a good alternator should be 14.4 unloaded. If you can get to 14.4 on the charge stud with everything off the alternator is fine. If you're concerned about the drop with the AC on, get a higher amperage alternator.

I hope you are not relying on the factory gauge to determine if you need to throw money at new parts.

Bolted on a one wire alternator and now it's charging
Showing 14.1 volts at idle
