Yep, the float in the carb could be hanging open due to debris in the needle and seat. Remember, a carb works like a toilet. it fills to a certain level then stops automatically, if the level is too high, it will keep filling forever.
As long as the brushes haven't dug into armature, it should be rebuildable. If you can get a chevy starter of the same size, you can swap the rear housing and drive gear. Do they have any sbc mini starters in stock on the Island? The ones with the straight bolt pattern work on the Olds V8, have used them a couple of times.

Today I withdrew the starter to test it, it engages but no spin... I tried to hit it with a hammer but no results!
The problem is there is not this part here in tahiti! And no planes to deliver an order on rockauto..
