Priming instead of painting?

It was a very interesting car because it has eagle gt tires still on it with alot of tread left and the odometer only reads 38,311 miles, practically fully load only missing the block heater option.

Sounds nice! Block heater is easy an cheap, its just a frost plug.
 
Just throwing out this DIY idea the way I would do it:
- prime the cleaned rust areas with a rust killing primer
- get a dozen cans of Duplicolor rattle can 'plastidip' and cover the entire body, obviously taping off trim etc
This way there is no need to pay a shop, the body is protected, the plastidip is easy to strip off once you're ready to pay the big bucks for a pro job.
 
How clean does the room need to be when spraying primer?
Not very. It will be sanded anyway and more primer put over it. You don't block sand epoxy.
