Is the fan, water pump, and harmonic balancer the only things I remove to get to the timing chain cover ?

If he was using a balancer bolt wouldnt it bottom out when torqued to 60lbs ? I would think that would draw the balancer in until it stops.
Agreed. But since there appears to be a hodge-podge of things going on, I would like to know where it was so I have additional reference.
 
Like scoti said, there isn't much time nor activity to run it without things assembled, and the way 565bbchevy said seems more of a legit test...

Probably best just to put everything together.
AGAIN..... Clean the front of that motor off. Wipe the excess grease/oil w/paper towels or shop rags.
Use dish soap or some sort of cleaner to clean it beyond that. Use some 409, Simple Green, Purple Power, or brake/carb cleaner/sprays (not engine cleaner in a can).

This will help you easily detect new/fresh leaks vs 'maybe that was from before'.

Also lay a big piece of clean carboard on the ground under the engine, the oil will show well and right away if it drips.

Gotcha, I used "engine cleaner in a can" and steel wire scrubbed everything down...took a lot of what was there off...turned the steel wire scrubber black...

The 'engine cleaner' in a can typically leave a residue after use. The cleaners I listed above would be used after the engine cleaner. They'll also help clean the dark gunk from the scrub pad as well.
 
Would some of those cleaners break down the multiple layers of sealer hes put on ?
Brake clean possibly since it's aggressive.
409, Simple Green, Purple Power, or Dawn dish soap would only upset it if it's not attached very well to begin with.
