Is the fan, water pump, and harmonic balancer the only things I remove to get to the timing chain cover ?

Haha...no, we just had a 48 hour raining ice storm here in Oklahoma and it was freezing outside...and the garage has no weatherstrip insulation, so its just as cold in the garage as it is outside, just no wind...

I'm not leaving this thread until it is done...

Slowly but surely... Just laid those water pump gaskets down about an hour ago... I'll let it dry for 24 hours before bolting the water pump back on...

You can put on the pump now and hand tighten it, then tommorow finish the job btw. When I did my first water pump, on a Olds 307 we didn’t even wait and it worked fine.

You do not wait for the RTV to fully cure before installing the part if you did this with the timing cover gasket it can cause leaks since it will not compress and squeeze out the excess to create a good seal.

Instructions for Permatex Ultra black:
3. Apply a continuous and even bead of silicone to one surface; surround all bolt holes.
Assemble parts immediately. Finger tighten bolts until material begins to squeeze out around flange. Allow to dry for one hour then retighten 1/4 to 1/2 turn.
4. Silicone dries in 1 hour, and fully cures in 24 hours.

Just a thought, but is it possible that my oil leak is coming from this part of the engine ?

What part is this called ?

I've seen other SBC engines with different part attached to it...

The bottom right half is covered in oil, and everything on the engine above this part has no oil anywhere...

Everything below it has/had oil on it... Same side the oil on the old timing chain cover was...

Notice how there is no oil on the orange silicone RTV that is above that part ? It also looks more oil wet only in that area...

There wasn't any oil on the other side running along the timing cover..

Maybe oil is leaking from there and running down that side of the timing cover...?

Fuel pump block off plate is what you circled in your pics. There is a gasket behind it so yes oil can be coming from there.

There is also a bolt-boss that can be open within that cavity & cause a leak @ the front lower corner @ that side of the motor. It was mentioned very early in this thread (before you even took things apart) that you should verify there was a bolt in that boss to make sure it wasn't leaking from the fuel pump cavity.

I had no idea that reference was for this part...

The only fuel pumps I'm familiar with is the external and internal at the rear of the car...

I'll look into more fuel pump block of plate to gain further clarity of it and how it's installed...

The fuel pump block off plate is just the plate, 4 bolts and a gasket and you would add RTV to the gasket.
