Windshield Wipers WON'T shut off!

OK, so we can ignore the new pump. I reread all your posts and my conclusion is you have multiple symptoms none of which are simple fixes so lets begin with what you just posted. If "off" acts like "min" that fits "condition #2" -wipers won't shut off- blades operate in normal wipe pattern. Try wipers in delay mode. Do wipers delay?

- Bonnewagon, yes they do delay while in delay mode, however if i switch the switch back and forth it stops delaying and starts acting like "min" position, if i then reset the key it will delay, and the delay knob does kinda work, it will delay it more or less if i twist it, given a fresh restart of the Ignition key, from ( lock to run (i think) - I found a relay for sale on Rockauto, not sure if it fits my windshield wiper setup or not.. either way i hope i can fix it without buying it because shipping + import tax is expensive..
one option is to have someone in america send it to me, along with some other things I need for the car that is not available or very expensive in Norway.

Yes, I think so, but let's continue. Wipers delay- with ignition on, wiper switch off, remove connector from terminals 1,2, and 3. ( a 3 wire connector- middle wire may be a double) Connect 12 volt test lamp between terminals 1 and 2. Tell me if lamp is on or off. (I know your wiring is a mess, but try and reconstruct it as best you can for testing).
 
Bonnewagon, I will do this as soon as I can, but i can't do it right now, its 1 AM. good advice! can I use a 12 volt test meter thing?
 
Yes, it will show 12 volts. If it does, you may have a short to ground or a bad switch. These old wiper systems are "negative switched", meaning that the wiper motor is "hot" and the dash switch is ground. Thus, a short to ground will turn the wipers on or keep them on. Shutting the key off relaxes all relays and starts the cycle from scratch.

Great to know. We figured out the same with the pump, but I didn't know this. if it doesn't show 12 volts, will that mean that the relay is fried?
 
Not necessarily. If no lamp or 12 volts then you would remove washer pump assembly and check park relay spring. If it is off, then there is the problem. If it is OK, then the park relay is bad.

When you say remove washer pump assembly, do you mean taking of the black box lid part, or the metal part? This is were i stopped last time, unsure of what to remove or what not to remove..
 
Yes, the plastic cover just pops off. Then it gets interesting. The whole pump assembly comes off by undoing the screws and underneath the steel cover you will see the drive gears and parking pawl. There are little springs in there so be careful. I hate taking these apart and you will see why. But for now I'd say get some sleep and test tomorrow before tearing into it.
