Is the fan, water pump, and harmonic balancer the only things I remove to get to the timing chain cover ?

You would have to pull the dash bezel to gain access and see how they mounted it, IMO it is the least of your problems and has no affect on the engine running so I would leave it for last on your to do list.
 
If you're planning to use that timing cover, you should seal the interior gap between the flange & cover where the flange is tacked together. They're known to seep from this area on aftermarket covers that are just spot welded. I edited your image to allow you to see what I'm referencing. The red dots are the spot welds & the yellow line shows where you can see the seam between the two parts.

You should be able to rent the tools for pulling the balancer from the larger auto parts chain type places (ORiellys/Autozone/Advance Auto).

If it is wrong and I correct it, thats a correct step to correctly setting my timing, which I want. I can remove parts now but I won't be able to put in any new parts with the timing cover issue until Monday - Wednesday when the parts and tools arrive. Won't take more than a day to pull parts to the timing cover and look at things...

During my wait I could be checking that out...how common is it for people to miss that during installation of the tach ?

Is it the 3 screws at the top and along the bezel ?

The tach reading has no affect on your timing and has nothing to do with your timing chain etc. with you not having any experience doing any of these repairs I would complete one thing at a time and make sure it is fixed before moving onto the next repair, IMO look into the tach discrepancy last.

How am I supposed to correctly set timing to factory settings of 8° @ 600 rpm, if I can't even get 600 rpm without idle and stalling issues, with the possibly of the misadjustment of this tach ?

I think an accurate tach would play so important part in correct timing setting, especially if you're shooting factory... Or rpm doesn't matter in this situation ?

I get what you're saying but my bet is he doesn't have that timing light. I don't have one like that & i have 'tools'.

That being said, I would buy a tach from the parts store, carefully un-package it, connect it under hood making sure it's correct for reading the V8 configuration & see what it says vs the one tucked in the dash. Keep things from getting dirty & return it within a day or two in new condition to get your money back.
OR..... Keep in in the tool box for easy future monitoring on any vehicle you need it for. I keep a small <3" tach in my 'tuning' tool box just for this purpose. I think the little tach was <$40. Good tool to have for flexible use on multiple vehicles.
