Gotcha, thank you for this information !If you're planning to use that timing cover, you should seal the interior gap between the flange & cover where the flange is tacked together. They're known to seep from this area on aftermarket covers that are just spot welded. I edited your image to allow you to see what I'm referencing. The red dots are the spot welds & the yellow line shows where you can see the seam between the two parts.
You should be able to rent the tools for pulling the balancer from the larger auto parts chain type places (ORiellys/Autozone/Advance Auto).
If it is wrong and I correct it, thats a correct step to correctly setting my timing, which I want. I can remove parts now but I won't be able to put in any new parts with the timing cover issue until Monday - Wednesday when the parts and tools arrive. Won't take more than a day to pull parts to the timing cover and look at things...You would have to pull the dash bezel to gain access and see how they mounted it, IMO it is the least of your problems and has no affect on the engine running so I would leave it for last on your to do list.

I get what you're saying but my bet is he doesn't have that timing light. I don't have one like that & i have 'tools'.You can use a timing light with RPM readout when you time it.
