Is the fan, water pump, and harmonic balancer the only things I remove to get to the timing chain cover ?

Bring the old one w/you to get the new one.
One thing I forgot to mention was the crankshaft snout does not even catch a thread when I attempt to put a brand new one in it...

Safe to say my engine was one of those that didn't use a crank bolt, or wouldn't the snout hose be blocked off or closed shut if it was ?
How did you install the balancer to the point it's currently installed? Did you just hammer it on until you thought it was enough or ??

I was thinking the same thing. If he used the installation tool the threads are there. Enough to probably use the bolt.
Yea I used the installation tool that threads in the snout...

The crank bolt seems as if it's too short with the washer installed with it to catch...

Can can install it without the washer, but what good is that ?
 
I would measure the depth and get a longer bolt to match and use the washer

Maybe the bolt wont go in with the washer because the balancer isnt on all the way ? I would use a thinner washer to see if the balancer will suck in a little more. If not I'd measure the bolt and buy a bolt a hair longer to see if that works with the washer. A balancer bolt is a standard length. It should work if everythings together right.
Make sure you buy a GRADE 8 7/16" fine thread bolt if you need one. Nothing less than GRADE 8 ! And use ANTISEIZE on the threads !!!!!

I thought it was mentioned that the beginning threads were pulled or stripped out so if you don't install a bolt that will engage the threads that are left enough you are just going to yank those threads out also when you torque it. Basically these issues like broken timing cover bolt and stripped crankshaft threads should have been addressed in the beginning before any assembly happened

The balancer is bottomed out, and I know that for a fact, couldn't push it in any further without the crankshaft turning over.

With crankshaft snouts that didn't have a bolt, how were those balancers pressed on if they weren't able to use the installation tool ?

Well, I know also when the original balancer was on it, it came with no bolt, drove it like that for months without issue, and I could get a bolt started, but never bottomed out...

Car drove fine until I replaced the distributor and turned the engine over before installing the new distributor...

Then why do anything more right now?
Focus on using it man, remember most of the members help you get this far.

Don’t make things more complex that needed, cause no matter what you do right now, something else will need to be worked on later one way or another haha.

What do you mean ? Leave the bolt as is...nothing there ?

True, same for any something will always be worked on sooner or later...

Well the balancer not so much but like a new distributor, carb, intake etc.

If it works, drive it. Don’t worry about upgrading right now is what I am saying 🤦‍♀️😂😂😂
